This performance issue may occur if you installed your TSplus server as a member of a large domain.

However, the AdminTool feature "Assign Application" is just a GUI which is writing in the file AppControl.ini.
It is very easy for you to use notepad and to do the job as you​​​​​​ wish.
This file is stored in C:\Program Files (x86)\TSplus\UserDesktop\files

To assign the application 5 to the users:

C

You will just have to type:
users=TSPLUS\A;TSPLUS\B;TSPLUS\C

I have never seen this issue occurring with local accounts. Antivirus or corrupted operating system.
