Could you open the file "C:\Program Files (x86)\TSplus\UserDesktop\files\AppControl.ini" with Notepad++ and tell us what encoding is used?
To find the encoding, in Notepad++ click on the "Encoding" menu - one of the items should be selected.

Changing encoding to UTF-16LE then saving the file could fix the issue.

After opening Appcontrol.ini with Notepad++, I select "UTF-8" from Encoding Menu then save it.
It is done and worked fine.
