So I have a really basic problem. I generated a remote app client but when I run it I get the remote access is not enabled message. I checked my router settings and port 3389 is open, and I can see in the logs the message from the remote client and that the packet is being passed to the server. My firewall is "off". the remote client name is in the list of allowed clients. Where do I go from here? The documenattion talkes about the remote access users but I think this only applies to Win 10 pro and I am running Win 10 home, but according to your documentation TS plus is supported under all the versions of Win 10.

So if you use the built-in remote client in Windows, can you access the server?

Windows 10 Home does not havr remote desktop, you need Win 10 PRo for that. But TSplus is supposed to work on all versions of Win10

Your server should be accessible using either port 80/443/3389 depending on your connection method. You can try to connect from the console of the server by launching a mstsc.exe with 127.0.0.2 in the address. If you can connect from the console but not from a remote location please check your router / firewalls to allow traffic.
When using Windows 10 Home, you need to connect using an administrator account.
