I have a client that has a remote office and they are looking to do remote printing while in the remote office. They have the same exact printer at both locations the server is running windows 7 and the remote computer is running windows 10, the x64 printer driver is installed.
no matter what I do the universal printer or the RDP native printer redirection will work, for remote printing to work do the remote printer connected to the remote client have to be a directly connected printer such as USB or LPT?

i am starting to think the issue is the server is running home premium not professional, upgrading it to professional next week

You should be able to print using the Universal Printer, even on a Home edition. However a Pro edition is recommended because it has more features.
