I would like to know the difference between these two options available in the GPO.
Allow users reconnections when sessions are disconnected.
Allow automatic reconnections when a session is disconnected

Hello,
Allow users reconnections when sessions are disconnected must be checked otherwise you will not be able to reconnect to your session and create a new session instead.
The second Group Policy serves no purpose if the first one is not activated and will attempt to reconnect to your session immediatly if it gets disconnected by because of a connection loss. This is most useful in remote areas with a low bandwidth or bad traffic.
Allow automatic reconnections when a session is disconnected will display this pop up when the connection is lost (the pop up is from Windows 7 here) :
