Desktop Icons locked, Windows start button doesn't function

After the 1809 windows update and upgrading to the latest version of TSPlus, regular users cannot arrange their icons and the windows start button functionally is gone. I reverted back to the old version of windows and the desktop behavior was still messed up. I then reverted to 11.50.8.27 and now everything works as it did and as I expected it to.

My administrator profile works as expected, but a standard user's does not.

Any clue of what's going on? It appear to me that the problem is with TSPlus, not windows!

Could it be because of WinXshell? I had a similar issue which I solved reading this post: viewtopic.php?f=5&t=4480

It worked for me ! You have to change the directory in folder C:\Wsession manually.
