Universal Printer (Direct to Print or Spool)

It has been my experience that when "direct to printer" is used and multiple users are using that printer that device busy errors can be returned by the print service to the application. I am experiencing this in my application. The Universal Printer defaults to "direct to printer". My question is does it have to? Can I set it to spool. I noticed some INI file might also be forcing this.
