running into major slowdowns with 25 clients

Hi guys, the situation is this:
Server is 2 4 core HT Xeons with 34GB of RAM running Ubuntu with Oracle VB. In Virtual Box we have Windows 7 Pro installed to use all resources, and another PXe Boot Linux OS. TSPlus is installed on Windows 7 Pro VM. We have 25 older Dell 755 desktops that PXe booted and RDPing to Windows VM to open Firefox only. However, we are running into major slowdowns during the day with this setup. Windows VM shows 100% CPU usage when that happens, and host OS (Ubuntu) only showing like 50-60% utilization. We have also had Clear OS VM on the same server, and removed it to another server thinking it might be the cause, but it wasn't? Can you think of a solution to avoid the slowness? Will it help to install windows directly on the server just to serve these 25 machines? Thank you for the help.
