Serial Number changing - Licensing Problem

We are only 2+ months into our initial purchased 1-year license (with support) and are having a problem with our serial number changing every time we stop and restart our server. As a result, we are getting error messages saying that our Support/Updates Services have expired and that our license isn't valid.
Our current serial number does not match the original serial number we had when we first activated the license (what's in the license.lic and support.lic files).
How do we reset our serial number back to the original value and/or keep it from changing after each stop/restart?
Let me add that our server is a Virtual Machine hosted in a Microsoft Azure cloud environment and every time the server is stopped and re-started (re-provisioned), it was being assigned a new IP address. The URL for the server, however, remains constant. We have since modified it to use a static IP address, but the serial number continues to change each stop/restart.
I noticed in the 8.40 release notes that you had made changes to the licensing stability and I'm wondering if that would apply to this situation as we are currently running version 8.30.8.1.
Please advise on how to proceed.
