Web Server Not Listening on Port 80

We have a client using TSPlus 8.3 on a Windows 2012 R@ server and everything has been working fine until this week when they start to complain that they cannot login through the web browser. When we check the server we find that the TSPlus web server is not listening on port 80. So we re-start the web server and everything works again until they complain again. When we check the server we again find the web server is not listening on port 80.

Anyone know what might cause the TSPlus web server to stop listening on port 80? The only thing that has changed on the server was that Windows update was applied on the weekend which is required by our data centre host.

Would running the CompatibiltyUpdate potentially fix this issue? This is affecting one of our biggest customers who is complaining multiple times during the day that they cannot connect to the server and we have to restart the web server using the Admintool and then it works again for a while.
