I have just installed the 15d trial on WS 2012 R2.

Although I have successfully published and assigned a couple of the 'default' apps, e.g. notepad and calc, I am unable to add new applications from Start menu, nor am I able to re-add applications which I have removed (e.g. calc).

Adding applications, then saving, within the 'Management of Published Applications' dialogue returns me to the 'Applications' buttons menu of the Admin Tool, but the applications are not published.

I'm assuming that this is not a limitation of the trial version, because it is 'fully featured'.

I confirm you that there are no limitation in the Trial licenses.

What you are describing looks like a bug.
We will try to reproduce it and I would be very surprise that such "basic" features does not work "as expected".
