Application Publishing Reaching RDP Session Limit

Hi,
I'm a bit confused around what is required in order to not be restricted by the MS RDP Session limit (TS CAL).
We are using TSPlus solely for it's application publishing. We have one application loaded which specific local users have been assigned. They log on via the web portal.
If we have more than 2 people running an application concurrently, then it pops up the warning that the server limit has been reached. We have a 3 person licence currently. My understanding was we shouldn't be having this issue.
Server details are as follows;
Win Server 2008 R2 (SP1)
TSPlus 7.50.7.6
Server Roles Installed: Application Server, File Services, Web Server (IIS)
We have other software installed on the server which requires IIS.
Your help understanding what we are missing in the process is appreciated.
