Password ignored

I have created a web portal using web credentials.
The login screen asks for a user name and password. I enter the web credentials user name but the password is just ignored.
I could enter blank, an invalid value or a real value, it doesnt matter, it still goes to the application menu.
However, running an application fails with invalid password (this is good).
I would however expect that I should not actually be able to get to the application menu without a valid password.
I must obviously be missing something.
Any ideas?
