Can not change the taskbar theme

For som reasons the blue taskbar on the right side of the screen has been replaced by a silver-button-menu on the left side of the screen.
It is not floating it is fixed and can not be moved and do not respond at mouse right-click. See the attached image.

In the Admin tools and Application control menu the TSplus Remote Taskbar is on/checked for each user.
How can I restore the blue taskbar?

Hello,

This display is the floating panel. In the admin tool / application tile, make sure you did not check the "assign to all users" box on the floating panel application. You can also check that the floating panel has not been assigned to users and groups.
