I have a vds with a lizenz for 3 user to logon over a vpn. Sometimes when I logged on and the connection breaks it does open a new session instead of using the one which is already open. Last time it happened an Saturday and when I checked the task managerthere were 6 open sessions (4 with the same client). How is that possible?

Hello,
Open an admin tool, click on the server tile, and click on "Group Policy (GPO)". Then check the "Allow only one session per user" box. There can be more sessions in a disconnected state then your actual license count, this occurs if you are using the application portal feature : terminalserviceplus.com/docs/web-applications-portal

Could you try the following settings shown in screenshot ?
If your server is the member of a domain, this strategy may need to be set directly on the domain controller.
Open your domain strategy object editor (gpedit.msc) and locate the following strategy :
Computer configuration / Administrative Template / Windows components / Remote Desktop Services / Remote Desktop Session Host / connexions / Allow only one session per user
