Limit Access to the Members of Remote Desktop Users

The setting "Limit Access to the Members of Remote Desktop Users" does not appear to be working. I have the box checked under security and even though no users are members, all users can login via TSplus.

This issue may occur if your server is the member of a domain, in which case domain strategies have priority over local strategies.
You can solve this by setting this strategy directly on your domain controller.
