Current version is 11.70 and no more issues with 15+ users.

The gist of the matter is that you imposed another shell which you claim to solve the issue. We need to go back to the default Windows Shell working for more than 16 users, that shell is not what we paid for nor what we expected as a RDS solution. Definitely, this version 11.70 doesn't solve the issue.

So the main problem is your shell, it isn't customizable. Why end users can see control panel and server manager pinned in the taskbar? Why users can't pin programs or folders? Are you going to fix that?

This issue has been fixed with 11.70. The need for using the winxshell appears only if you are using Windows 10 / 2016 as server and assign a full remote desktop to your users.
