Terminal Service Plus

Trying to upgrade a Windows 2016 server from 11.3 to 11.5 - i'm getting this error:

"The release 10.0.14393.2457 of WIN_2016" is not supported.

Please update your Windows system or apply the latest service pack. You will then be able to run the setup again.

I've run Windows Update on the Server and it says there are no updates available.

Any ideas?
