Terminal Service Plus

I am currently using the trial version and will convert to paid soon.

We are rolling out an app which will only have a few users now and will probably go to unlimited in the next several months.

Question: I would like to start with maybe 5 users and then upgrade to unlimited when we roll out the product. If I pay for 5 now, can I just pay the difference when I want to upgrade?
