Creating client files

I have created a client login exe and its perfect. I love it. The user is USER1
It gives me a screen with a sidebar, with my application, Notepad, File Transfer, and a Log-Off
The user can't tamper with anything, or reboot this server, etc etc
Simple and perfect

However, I now try and create USER2 and its not the same. It looks like a Terminal Server user and everything is exposed.
What have I done wrong ?
