Datacenter licensing clarification

I am about to set up Windows Datacenter on 2 mirrored servers sahring a SAN drive.
Within this environment, I wish to deploy multiple copies of my commercial application which will be made available to companies (one companyper app instance).
Within the environment, I want to be able to share my application with the employees of the companies using application sharing (not desktop sharing).
I have 2 options:
1. Set up a new VM for each client company.
This option provides the best security model as each companies data / application is confined to the VM environment.
2, Set up a single monolithic VM for all companies using windows security to disable access between companies.
Lots of security issues here to deal with but might be achievable with some trouble. However, rebooting the VM takes everyone down.
In both cases above, the number of users can vary from company to company.
What are the implications for TSPlus licensing?
Can I purchase a single unlimited license to apply to the above scenarios?
