Logon granted and feature disabled but works=

Good morning,
In RDS Knight this morning several users could login but not startthe application. After 5 minutes they tried again and it works??
RDS knight (latest version 4.5.11.11) says: A logon request has been granted for ... because this feature is not enabled for this user.
So we have got two problems:
- Multiple users can't start an application and after 5 minutes they can.
- The message in RDS which say: You can logon because you can't use it?? And the app works??
P.s. What about my tickets #5613, #9325, #9970 stil not answered/solved.
