Yes 100 simultaneous applications is the current maximum that can be assigned to users and groups. this limit will be removed in the next major release 6.50 which will come out during September.

It is a known bug and we are working on it. It should be solved next week (and then you will be able to fix it by running our new UpdateRelease.exe program).
In the mean time, a workaround is to go back to "TEST" mode instead of "FAST" mode.
